For those of you who want to travel by land, here are the rules during PPKM

You might be confused by the levels attached to the restrictions on community activities (PPKM). What does level 1, 2, 3, and the current level 4 mean? Well, the following information might be worth a look! Ministry of Transportation confirms rules on transportation travel requirements in areas with PPKM Levels 1-4 starting from August 3-9, 2021 according to the Minister of Home Affairs Instruction Number 27, 28 and 29 of 2021 remain unchanged.

The rules regarding transportation travel requirements still refer to the Circular Letter of the Covid-19 Handling Task Force Number 16 of 2021 concerning Provisions for Domestic Travel during the Covid-19 Pandemic which was published on July 26, 2021.

"The transportation travel requirements in accordance with the Task Force SE aims to continue to limit community activities to reduce the rate of increase in Covid-19 cases in Indonesia," said Ministry of Transportation Spokesperson Adita Irawati in Jakarta, Thursday (5/8/2021).

Following up on the issuance of Task Force Circular No. 16 of 2021, the Ministry of Transportation has issued 4 (four) Circular Letters on the Implementation Guidelines for Domestic Travel by Land Transportation (Circular 56 of 2021) Air (Circular 57 of 2021), Railways (Circular 58 of 2021) and Sea (Circular 59 of 2021) during the Covid-19 pandemic.

"The four Ministry of Transportation SEs are still valid until August 9, 2021," said Adita.

In general, the provisions stipulated in Task Force Circular No.16 of 2021, which was followed up with 4 (four) Circulars of the Ministry of Transportation, are as follows:

1. The division of regions is adjusted to the Minister of Home Affairs Instruction No. 24, 25 and 26 of 2021 where there are PPKM categories based on Levels 1, 2, 3 and 4.

2. Domestic inter-city / long-distance travel of people must meet the requirements in the form of :

For the PPKM category Levels 4 and 3:
a) For air transportation modes, it is required to show a vaccine card (minimum
first dose vaccination) and a certificate of negative RT- PCR test result which samples were taken within a maximum period of 2 x 24 hours before departure as a travel requirement;

b) For sea, land (using private or public vehicles), ferry and intercity train transportation modes, it is mandatory to show a vaccine card (at least the first dose of vaccination) and a certificate of negative RT-PCR test results whose samples were taken within a maximum period of 2 x 24 hours or negative rapid antigen test results whose samples were taken within a maximum period of 1 x 24 hours before departure as travel requirements;

For the PPKM category Level 2 and 1:
a) For air transportation modes must show a negative RT-PCR result or a negative RT-PCR result.

b) For sea, land (using private or public vehicles), crossing and intercity train transportation modes, it is mandatory to show a negative RT-PCR test result whose samples are taken within a maximum period of 2 x 24 hours or a negative antigen rapid test result whose samples are taken within a maximum period of 1 x 24 hours before departure as a travel requirement.

3. For routine trips by land transportation modes using private or public vehicles, and trains within one region/urban agglomeration area, it is not required to bring negative RT PCR or rapid antigen results but is required to show STRP or other travel certificates.

4. The requirement to show a vaccine card (at least the first dose of vaccination) is exempted for travelers of logistics vehicles and other goods transportation.

5. Travelers under the age of 12 are temporarily restricted.

"In addition to containing provisions regarding the terms of transportation trips both long distance / intercity and in agglomeration areas, the four SEs of the Ministry of Transportation also regulate restrictions on passenger capacity, and the implementation of operating hours, the return process (refund) tickets, and supervision and control in the field," explained Adita.

Related to the regulation of capacity restrictions in level 4 category areas, for land transportation modes, for public motor vehicles and individual motor vehicles in the form of passenger cars, the maximum capacity is 50% (fifty percent) of the total seating capacity.

While in areas outside the level 4 category, the maximum capacity is 70% of the total seating capacity.
